Programme/Schemes.

Harbour Engineering Department was formed in 1982 as a service department to Fisheries and Ports departments headed by the Chief Engineer with headquarters at Thiruvananthapuram.  The Department of Tourism, Kerala and Local Self Government Department(LSGD) has also made Harbour Engineering Department as their service department for all projects in the coastal sector.  Moreover Government of India have empanelled Harbour Engineering Department as a consultant in the Coastal Engineering field.

A. Fisheries Sector.    

Kerala is blessed with a long coast line of 590 km. having  vast marine potential.  As against the estimated maximum sustainable yield of about 8 lakhs tonnes along the Kerala Coast, the present level of fish production is about 5 to 6  lakhs tonnes per annum and still about 2 lakhs tonnes remain unexploited, which could be  exploited by providing safe landing and berthing facilities for vessels wherever possible as Fishing Harbours/Fish Landing Centres and similar infra structures.

A. 2. Fish Landing Centres.


A total of 33 numbers of Fish Landing Centres (For traditional and mechanised vessels) are constructed by this Department.


A. 3. Other Major works.

Upgradation and Modernization of Fishing Harbours and Fish Landing Centres, Construction and Upgradation of Coastal Roads, coastal bridges etc.. under schemes such as NABARD,KIIFB.OCKHI ,NFDB, CSS, RKVY,TRP etc.. are being executed through this department.

A. 4. Other works

In addition to the above, Harbour Engineering Department carries out Construction and repairs of Fisheries Technical schools,Hatcheries, Fish Farms, Seed Farms, Aquariums, Drinking Water Supply Schemes etc for the development of Coastal Zone under plan and Non plan schemes.

B. Ports Sector

Ports are planned to serve the country`s strategic needs on one hand and trade on the other.  There are 14 minor ports and 3 intermediary ports in Kerala.  Harbour Engineering Department carried out development activities in Vizhinjam, Thangassery, Kodungalloor, Ponnani, Beypore and Azheekkal Ports under State Plan, TRP, TEAP and ASIDE Scheme.

C. Tourism Sector

Harbour Engineering Department carried out tourism oriented projects like Beach development/beautification programmes parks etc..under plan, TRP Schemes, etc.

Services/Activities

Harbour Engineering Department carries out Investigation, Planning, Design, Preparation of TEFR, Execution and Management of Fishery Harbours/Ports , Fish Landing Centres, Bridges, Construction of coastal Roads, Hatcheries, Water Supply Schemes etc. It includes construction and maintenance of ice plant, Cold storage and other refrigeration related works.In addition to the above mentioned projects HED has its own electrical and mechanical wing which monitors the related activities for successfull completion of projects.
